Meenakshi Kapoor is an independent researcher based in Dharamshala, Himachal Pradesh. She writes on environmental policy, agriculture, land and infrastructure. Her stories have been published in Scroll.in, Wire, Indiapsend, Mongabay, and The Third Pole. As part of the NFI fellowship, Meenakshi published a detailed story on the impacts of airport development in Himachal Pradesh. During reporting she was helped and mentored by Nihar Gokhale.

Farmers said that previous cases of large infrastructure projects in the state gave them little confidence in the government’s promises of rehabilitation. Those displaced for large dams such as Pong in Kangra, and Bhakhra in Bilaspur, barely received the compensation and support they had been promised.
